Jay gets permanently faster and strikes multiple times, slowing down enemies and stealing their speed.

Growing up, Jay Garrick would read pulp magazines featuring the speedster, Whip Whirlwind.  While in college, a science experiment gone wrong gave him the same super-speed as his hero, using it for good as the first super-hero to call himself Flash.  He would go on to become a founding member of the Justice Society of America, and his legendary heroics would be an inspiration to all speedsters to come.
